Frozen volatiles such as water ice are way more reflective to S-band radio waves than lunar rocks. Radio waves also have unique characteristics when mirrored off ice than off silicate rock. An analysis from the indicators returned from orbit 234 showed reflection traits suggestive of h2o ice for that forever shadowed spots close to the south pole.
